Based on the intent and motivation in passing Ballot Measures A and B by Monrovia Voters on July 11, 2000, which was to preserve the wilderness and not develop the Monrovia Foothills; based on the verbal and written testimony entered into Public Record regarding Citizens' concerns of potential changes to the Monrovia Foothills; based on the significant potential increase in fire and safety hazards to homeowners, property owners, and habitat in, and bordering, the Monrovia Foothills; and based on the desire of Monrovia Citizens not wanting their families, streets, neighborhoods, homes, or the wildlife habitat impacted; we continue to encourage the preservation of the subject Monrovia Foothills by respectfully requesting the City of Monrovia and their Committees hold to the past and present will of the people, and at minimum, adhere to the following in exploring, planning, discussing, promoting, and proposing changes to the Monrovia Foothills:

1. We respectfully request that the City of Monrovia not promote, propose, or impact the subject area with new uses including city structures and trails:

    a. until two years after the Southern California Drought being declared ended by a mutually agreeable California State Agency; thereafter,

    b. not until all subject private property within the area of wildlife preservation has been purchased; thereafter,

    c. not until the Monrovia Fire and Police Departments feel comfortable with the safety impact of the additional uses and being able to provide the added Emergency Response and Protection, without adversely impacting their current service to the community; thereafter,

    d. not until the Citizens are confident there is adequate City Revenue to implement and maintain new uses without relying on uncertain volunteers, grants, or higher taxes; and

    e. upon these items being realized:

We respectfully request that the City of Monrovia not propose the establishment of new uses including new trails or reestablishing or extending older trails and roads that approach within 3,000 feet of private property and the utilities that service same, and within 1,500 feet of other sensitive areas including specific wildlife, such as dangerous or endangered species of plants and animals; or, further or shorter distances if compelled by Environmental Impact Reports or other mutually agreeable concerns.

3. We respectfully request that the City of Monrovia not propose new wilderness entrances or disturb older wilderness entrances or utility roads that may impact families, streets, neighborhoods, homes, or wildlife.

4. We respectfully request that the City of Monrovia not propose building or expanding public structures and infrastructure including parking lots in or near the subject area that may impact families, streets, neighborhoods, homes, or wildlife.

5. Finally, we respectfully request the City of Monrovia to preserve the wildlife and Monrovia Foothills in the fashion Monrovia Citizens desire, by not disturbing or endangering families, streets, neighborhoods, homes, or wildlife of the Monrovia Foothills.
